Joe is a Director in Baker Tilly Uniondale New York Office specializing in State and Local Tax Services . In this role, Joe provides multistate tax services with a comprehensive strategic perspective with respect to clients’ multistate tax issues. He has over 35 years of experience rendering tax advice and planning services to manufacturing, distributing and high tech companies. For over 20 years Joe has specialized in identifying and delivering value added multistate tax services to international and domestic distributors in the beverage and alcohol industries. Joe has extensive experience addressing the myriad of multistate tax issues facing distributors, especially those affecting manufacturers and distributors of regulated product.  
Joe’s expertise is in the rendering multistate income as well as sales tax consulting services including nexus planning, appropriate filing methodology, state taxable income determination and revenue sourcing issues. Joe has extensive experience in providing multistate tax advisory services with respect to mergers and acquisitions, FAS 109 and FIN 48/ASC 740. Joe has extensive sub-specialty knowledge with respect to sales and use tax issues affecting the manufacturing and distribution industries.
Prior to joining the firm, Joe was the multistate tax coordinator for Deloitte Growth Emerging Service (“DGES”) in the Tri-State area. As a member of the DGES leadership committee, Joe spearheaded the delivery of multistate tax services to Deloitte’s middle market hi-tech, retail and multinational clients in the tri-state area. Prior to joining Deloitte, Joe was a senior manager in an international tax group at a big four accounting firm. In his role as primary tax advisor, Joe provided complex Federal and International tax services to high profile Asian and European multinational clients. These services included drafting the firm’s very first advanced pricing agreement with the Internal Revenue Service as well as federal controversy assistance and tax compliance services. As a result of this experience, Joe developed a comprehensive understanding of Subchapter C, In-bound and Out-bound tax issues.
Joe is admitted to the Bar in the State of New York and is a member of the New York State Bar and American Bar Associations. He also holds a Bachelor of Business Administration in Accounting from Pace University and a Juris Doctorate from Fordham University.

Rory has an extensive background in advising clients on the tax aspects of mergers and acquisitions and dispositions, including due diligence, deal structuring and exit considerations. Rory has presented before the New York State
Society of CPAs on a variety of topics, including the various tax considerations of acquiring or disposing of a partnership interest. Prior to joining Baker Tilly, Rory served as a Senior Tax Manager in the mergers and acquisitions and real estate departments of a Big Four accounting firm, servicing some of the largest investment partnerships in the world. Specific experience: - Consults on tax aspects of structuring and financial
modeling for both corporate and partnership acquisitions, mergers, and divestitures, including the merger of the two largest professional services firms in their industry in the
U.S. and the spin-off of the real estate assets of one of the largest retailers in the U.S
- Experience structuring and performing due diligence on multiple single asset REIT acquisitions with an eye towards FIRPTA planning for foreign investors - Experience advising on multiple 1031 exchanges and provided alternative structures for partners that do not participate in the exchange - Frequently consults on the tax consequences of the
conversion of debt to equity and mitigating the consequences of COD income. - Advises partners and provides modelling for optimal 704(c) methodology Industry involvement
