Christopher “Todd” Doss is a Senior Managing Director at Ankura with more than 35 years of experience in law enforcement. Todd is a senior executive with proven ability to lead global security, criminal, counterterrorism, counterintelligence, cyber, and intelligence operations in high-risk, complex environments. He links results-oriented solutions to critical incidents worldwide by partnering and collaborating and building global teams to effectively address complex and politically challenging investigations. He also develops and presents strategies for effective solutions. He is based in Washington, DC.

EXPERIENCE
Todd’s professional experience includes:
  • Assisting organizations to understand how effective their cybersecurity programs are relative to their risk profile, the context of their cybersecurity program imperatives, and how to target and achieve the maturity level to which they aspire. Provide cybersecurity services that help clients develop right-sized maturity targets, create practical strategies to meet those targets, and develop and implement the policies, procedures, and controls as the essential building blocks.
  • As Director of the Federal Bureau of Investigation Crime Laboratory, he directed large, complex programs with more than 40 management staff members, 1,100 special agents and professional personnel, and a more than $100 million budget to provide global, strategic, operational, investigative, and infrastructure support to the U.S. intelligence and law enforcement community.
  • Partnered with government agencies, industry, and Congress to develop a rapid DNA (hands-free) capability to develop a profile from an arrestee in less than two hours. Created the implementation plan to link these instruments to allow searching of the Combined DNA Index System from authorized booking stations throughout the U.S.
  • Led the investigation to identify any and all of the telephonic communications of the 9/11 Hijackers. Coordinated investigative efforts with major telecom companies to include AT&T, MCI, Sprint, U.S. West and Verizon to identify the calling patterns and call detail records for the cellular, hardline and satellite telephones, as well as the prepaid calling cards, utilized by the hijackers in an effort to identify other co-conspirators and/or contacts. During the investigation, records were identified within the telecom companies switches and routing networks that were helpful to the investigation. All findings were then shared with the NSA and CIA, as provided by law, to further ensure national security.
  • Deployed hundreds of investigative personnel to conduct extraterritorial and international investigations around the globe, often resolving complex logistical matters and diversity in operating environments that were encountered from country to country. Successfully conducted operations abroad while maintaining the safety and security of all investigative personnel (e.g., deployed personnel to a Ukrainian war zone to investigate the Malaysian airliner shot down by a missile).
  • Led national forensic investigative efforts, deployed staff, and secured financial resources to support major FBI investigations (e.g., the Boston Marathon bombing, the Washington Navy Yard attack, Aurora, Colorado movie theater shooting, San Bernardino attack, Mandalay Bay shooting in Las Vegas).

Steven J. Steve’s cyber practice focuses on all aspects of cybersecurity and data privacy including, due diligence in M&A transactions, advising major health care institutions relating to HIPAA and HITECH compliance, counseling major retail institutions regarding their PCI/DSS compliance and aiding in ensuring vendor compliance, negotiating cybersecurity and privacy provisions of client contracts, counseling regarding cybersecurity insurance coverage, advising regarding New York Department of Financial Services compliance, as well as managing data breach response and providing cybersecurity advice.
Although Steve has worked with a very broad variety of industries, he is particularly experienced in technology, internet, ecommerce, industrials, chemical, pharma, health care, veterinary, financial services, fashion, retail, construction, food and beverage, restaurant, manufacturing and distribution.
Early in his career, Steve served as general counsel to one of the region’s leading entrepreneurs and continues to provide services as outside counsel. Steve also was formerly the department Chair and a partner at several leading regional law firms.
Steve has served as a board member of both public and private companies. He was the Chairman of the Corporate Law Committee of the Nassau County Bar Association. He is a frequent lecturer and author on business law topics. Steve is also an Adjunct Professor at Hofstra University’s Maurice A. Deane School of Law, where he teaches courses on the Fundamentals of the Law of Cybersecurity.
Steve is the co-founder, co-chair, and a member of the board of directors of the Middle Market Alliance of Long Island. Steve serves on the Board of the Marty Lyons Foundation and the Long Island Chapter of the Institute of Management Accountants. He also co-chairs a CFO roundtable.
